Where solutions come to life over the water fountain rather than wait to die in a queue.

HIOW Healthcare is one year old. Formed in October 2024 from the merger of Southern Health, Solent NHS Trust, and Isle of Wight transfers, it is now the largest community and mental health trust in the south of England. 13,000 staff. 500 sites. One leadership team inheriting three cultures, three IT estates, and the longest shadow in NHS mental health.

Ron Shields, who took Dorset Healthcare to an Outstanding CQC rating, has been in the chair for the merger. The question for year two is not whether the org chart is right. It is whether the data can see across the rooms that the org chart has drawn.

1. You built the UK's first digital Section 136 pathway. Does anyone know?
HIOW Healthcare, in partnership with VitalHub UK, has created the first end-to-end digital pathway for Section 136 detentions in the country. One system capturing the entire journey from police detention through assessment to outcome. Multi-agency: health, police, ambulance, NHS 111, acute, mental health, social care, voluntary sector. That is genuine innovation. It is also the exact kind of corridor that the rest of the NHS does not have - a digital connection between rooms that have never talked to each other. 2. The CQC came. They saw. They noted.
First comprehensive CQC inspection of the merged trust's acute wards: 11 wards across 6 sites. Overall: Requires Improvement. Safe and Effective: Requires Improvement. Caring, Responsive, and Well Led: Good. That is a trust that cares and tries hard but is fighting the infrastructure. The staff are Good. The systems they have been given are not. 3. The EPR money came. Then it left.
GBP 60 million of frontline digitisation funding was offered for the single EPR programme across the Hampshire and IoW Acute Provider Collaborative. Then it was withdrawn. Accenture has been commissioned to resubmit a revised outline business case with funding from the frontline capabilities programme. Decision expected shortly. Four acute trusts need a shared EPR. The procurement process is well advanced - pre-market engagement done, ITT documentation in development. The problem is not the plan. The problem is the money. [HTN, HIGH confidence]

4. Small wins that matter.
Ambient scribing: HIOW ICB awarded GBP 87,500 to Beam Up Ltd for an ambient scribing and reporting tool (contract runs to March 2027). That is a clinician dictating notes and having them transcribed intelligently. It is small, it is practical, it frees time. Meanwhile, the Portsmouth and Isle of Wight pathology teams won a digital transformation award for their new LIMS system - live since November 2025, supporting 430+ users. 5. The shadow has not moved.
Southern Health's Mazars Report found that just 1% of learning disability deaths were investigated. Connor Sparrowhawk drowned in a bath in 2013. The trust was fined GBP 2 million. The merger changed the name on the building. It merged the org chart. But no public follow-up on Mazars has appeared in 2026. The new trust has inherited the responsibility to show that the data, the governance, and the culture have changed - not just the logo. [Mazars 2015, CQC historical. The merger is one year old but the IT estates have not merged. Three cultures of documentation, three sets of passwords, three ways of recording a risk assessment. Staff in community mental health are running between systems. The CQC saw Safe and Effective as Requires Improvement - read between the lines. The people are good. The infrastructure is the bottleneck.

The Section 136 digital pathway is a genuine first. The question is whether it stays a showcase or becomes the template. If HIOW can build a corridor between police and mental health, it can build one between its own wards.

BOTTOM LINE FOR HIOW HEALTHCARE

You have the UK's first digital Section 136 pathway and a CQC report that says your staff are caring but your systems are not safe enough. Those two facts are the same story told from different ends. The corridor between police and mental health works. The corridor between your own wards does not.

The EPR funding was there and then it was not. Accenture is rewriting the business case. The decision is coming. If it arrives, HIOW Healthcare becomes the trust that merged three cultures and unified the data. If it does not, the Mazars shadow stays exactly where it is.

The merger changed the org chart. Year two decides whether it changes the data.
